FEATURE: Allow coordinates for location

Some times problems can't be associated with an address, but can be much better described using coordinates.
Use case:
After recent flooding of the Hutt river, mud needs removing from
the path down the river bank. Giving the closest address of
54B Mills St, Lower Hutt is helpful, but also confusing. Being
able to give the
coordinates would make a lot more sense to the council.
